On 7 November 2019, Airservices introduced new instrument flight procedures and flight paths at Hobart Airport.

As these flight paths have now been operating for 12 months we have commenced a Post Implementation Review (PIR).

The objectives of the PIR are to:

  1. Validate the assumptions and forecast noise levels in the Airservices Environmental Impact Assessments of the final design, high level routes and VOR procedures against actual aircraft movement data
  2. Review community information to ensure it reflects the most up to date information regarding the use of the flight paths, procedures, routes and actual aircraft noise levels
  3. Identify opportunities to minimise the impact of aircraft operations on the community
  4. Provide stakeholders with the opportunity to submit flight path alternatives including amendments to Noise Abatement Procedures (NAPs).

As part of the PIR we have installed short-term noise monitors to collect aircraft noise data to assist in this analysis.

  • Update on PIR recommended actions

    Package 1: Commencing Q4 2022

    Recommended action 5: Airservices will undertake further assessment of a potential Noise Abatement Procedure (NAP) change to specify preferred runway use at sensitive times of the day, including further community and industry engagement to determine what times of day or night would apply and operational requirements for exemptions.

    Airservices is planning to meet with the community on site in Hobart in November 2022 to seek input on the NAP proposal.

    Package 2: Commencing Q1/Q2 2023

    Airservices is jointly considering all the recommended actions that require further airspace design, and associated assessments, to ensure a rigorous process for the consideration of any changes. These proposals are:

    Recommended action 4: Airservices will undertake further assessment of the community suggested change of moving the RWY30 RNP-AR STAR 2-3km to the east.

    Recommended action 6: Airservices will undertake further investigation of the community suggested flight path change to move RWY30 arrivals to the east coast (over water) to determine an appropriate STAR starting waypoint and validate the track miles assessment.

    Recommended action 7: Airservices will undertake further assessment of a suggested new RWY30 departure route (alternative 2) to New Zealand.

    Recommended action 8: Airservices will undertake further assessment of a suggested new RWY12 departure route (alternative 2) to New Zealand.

    Recommended action 9: Airservices will undertake further assessment of a suggested new RWY12 arrival route (alternative 1) from New Zealand.

    Recommended action 10: Airservices will undertake further assessment of a suggested new RWY30 arrival route (alternative 1) from New Zealand.

    We are planning to engage with the community on these proposals in early to mid-2023 when further design and assessment work is completed.

  • Final PIR Report & Response to Feedback

    We are pleased to provide the final report for the Post Implementation Review (PIR) of the Hobart Airspace Design Review. The final PIR report can be viewed here.

    We received 50 submissions during the six-week public comment period on the draft PIR report. A separate report providing all of the public comments received and our responses to those comments is available to view here.

    The PIR report identifies seven community and industry suggested flight path alternatives that are recommended to progress for further assessment. These suggestions will now be subject to further design, safety and environmental assessments, and community and industry engagement prior to a decision on implementation being made. A new project will be initiated on Engage Airservices for engagement on these suggested alternatives, and we will provide further information once this project has commenced.

    The publishing of the final PIR report concludes the Hobart Airspace Design Review PIR.

    Thank you for your feedback on the Draft Hobart Airspace Design Review PIR report. The feedback period has now closed and we will be undertaking a review of all comments and feedback received on the draft report.

    Airservices is pleased to provide the draft Post Implementation Review (PIR) Report for feedback.


    To ensure that there is sufficient time for community and industry review we have provided a six week comment period to conclude Friday, 17 December 2021.

    We invite feedback on the draft report through our online survey tool.

  • Hobart PIR Update #5

    We have now completed the draft Post Implementation Review (PIR) report for the Hobart Airspace Design Review which will be published for community and stakeholder feedback in early November 2021.

    A community information session for the draft PIR will be held on 13 November 2021 in Hobart. To allow for greater participation, we will be holding the session in both in-person and online format. We have set a limit of 50 people for the face to face session to manage COVID-19 risks and to ensure we can have a meaningful discussion with attendees. A Livestream will also be provided on the Engage project page and we will publish a recording of the key presentations on our Engage Airservices site after the event.

    Time: 9.30am – 12.30pm

    Venue: Wrest Point Hotel, 410 Sandy Bay Rd, Hobart 7005 Tasmania, Australia

    Purpose of the session

    The session will provide an opportunity for Airservices to present the PIR findings and to discuss the community and industry suggested alternative assessment outcomes.

    Filming and camera equipment is not permitted in the sessions as they deter participation.

    Registration for attendance

    Due to COVID-19 restrictions in Tasmania affecting the number of people allowed in indoor venues, and to provide a meaningful opportunity for discussion between Airservices and the community, sessions are limited to 50 guests and all attendees must RSVP. Free car parking is available on site.

    To allow for equitable participation in the session and gathering of any data to support more detailed responses, we are asking that community questions be submitted in advance of the session, by 10 November, using the online form here.

    If you do not intend to attend in person but would still like to ask a question you can submit them here.

    The opportunity to ask questions online and in person at the event will be provided, but responses may be limited by reasonable access to supporting information.

  • Hobart PIR Update #4

    We have been progressing with the Post Implementation Review (PIR) Report and analysis of the temporary noise monitoring undertaken between January and June this year. We have also been working through all community and industry suggested flight path alternatives and noise abatement procedure improvements which were received during the public comment period held from March to May this year.

    To provide sufficient time to thoroughly evaluate each of the suggested alternatives and provide clear outcomes for consideration by the community, we are extending our assessment period by an additional month. The draft PIR Report is now planned to be released in early November 2021. Due to the volume of information that will be presented in the PIR Report, we will also be extending the community and industry review period to six weeks which will conclude by mid-December 2021.

    We are still planning to meet with the community face-to-face (subject to COVID restrictions) to present the draft report and key findings at the commencement of the review period. (If travel is not possible, we will share the findings of the draft PIR report through online forums.)

  • Hobart PIR Update #3

    Work is currently underway to complete the Post Implementation Review reporting.

    This follows six months of temporary noise monitoring and completion of the Community Suggested Alternatives (CSA) consultation period which closed in May.

    We hope to provide opportunities to present the main findings of the PIR report face to face with communities around Hobart in September. Should travel not be possible, we will share the findings of the draft PIR report with communities using Microsoft Teams.
