Update 9 - Proposed Temporary Restricted Area in the Sydney Basin

TRA Proposal

Airservices is installing two Instrument Landing Systems (ILS) at Western Sydney International Airport. An ILS is a precision Navigation Landing Aid which provides aircraft with both vertical and lateral guidance when approaching a runway for landing. Each system must undergo both ground‑based and airborne certification to ensure readiness for operational use by 9 July 2026.

AeroPearl, Airservices Australia’s flight inspection service provider, is responsible for conducting the airborne checks of all navigation aids installed by Airservices. As part of this process, Airservices must complete a commissioning flight inspection, which involves a comprehensive assessment of each ILS to verify that its performance meets operational and safety requirements.

To complete commissioning, AeroPearl will conduct several flight commissioning runs on each ILS using their flight inspection aircraft. These runs assess the full extent of the ILS signal in space, requiring the aircraft to fly a range of headings, distances and altitudes around Western Sydney International Airport.

To ensure safety during these activities, it is proposed that Temporary Restricted Areas (TRAs) be activated. The proposal has given consideration to minimise industry impact. Airservices will act as the controlling authority for this airspace.

The following table lists the proposed commissioning runs over the period of 18-21 April, with a further five contingency options if required. The exact runs conducted on any given day will depend on weather conditions and Air Traffic Control (ATC) operations across the Sydney basin. Airservices and AeroPearl will hold a pre‑start briefing each morning to confirm which commissioning activities can safely proceed on each day, activating the applicable TRA.

It is anticipated that no further TRAs will be required. Notification of completion of the commissioning activities will be published on this page.

The relevant TRA will be notified via NOTAM. Additionally, Airservices will include information on the applicable TRA on ATIS for operations at Bankstown and Camden airports.

AeroPearl will conduct other necessary flight‑commissioning activities outside the TRA, so airspace users may observe the aircraft operating across the Sydney Basin.
